Colleges and Binge Drinking

There is a spreading opinion among over 130 college presidents, of which include several highly respected school that the 21 year old drinking limit isn't working. Instead, the presidents of such schools like Duke, Dartmouth and Ohio State say that the 21 law breads an unsafe underground drinking culture where there inst regulation or supervision.
There is said to be a distinct problem across Americas college campus' of underage and binge drinking, two of every five American students are said to binge drink according to a 14 year Alcohol Study from the Hravard school of Public Health. Many would say that easier access to alcohol by minors inst the right solution. Since the 21 year age limit has been established (1984) alcohol related deaths in the 18 to 20 age group has declines 11%.
The point of these 130 plus college presidents is mainly to stir up a "dispassionate debate" on the issue. The point i see is that the 21 law does produce a culture of hidden drinking among minors where those who can drink the most are looked up to. To play devil's advocate if there was a change from 21 to a younger age, drinking could carry on in establishments (bars, clubs...) where there is some regulation and limit to how much one could drink.
Its clear that the law itself inst the problem at hand, its the atmosphere of dangerous drinking that's the real hitch and a simple law cant eradicate that.
